Rodger Vickers named new chairman of PICAS panel

The FINANCIAL -- Rodger Vickers has been named the independent chairman of the new Pub Independent Conciliation and Arbitration Service Panel, according to Caterer and Hotelkeeper.

Vickers has had a long career as a chartered surveyor solely involved in licensed and leisure property and is a practice consultant at Brownill Vickers, which he joined in 1964.

He specialises in licensed property leases and rentals, dispute resolution and expert witness services. He has been acting as an advisor to PIRRS since 2009.

He is also a fellow of the Royal Institution of Chartered Surveyors, an associate of the Chartered Institute of Arbitrators, and vice president and a Fellow of the Association of Valuers of Licensed Property.

PICAS is a new service being established to resolve disputes between pub companies and their tenants and lessees on issues other than rent, and will have the ability to provide compensation. PICAS will complement the existing PIRRS scheme, which relates only to rents. It will report to the PIRRS Board, independently chaired by Bernard Brindley, the members of which are representatives of the Association of Licensed Multiple Retailers, British Beer & Pub Association, British Institute of Innkeeping, the Federation of Licensed Victuallers Associations, and the Guild of Master Victuallers.

Work continues on the establishment of the PICAS panels of professionals who will act as independent arbitrators and mediators in the resolution of disputes. The full service is scheduled to be up and running by the end of February.
